For contributed modules you can go to drupal.org/project/module and from there to the issue queue.
Is there a similar path structure for the core modules?
I am trying to locate if an issue I am facing with the core Forum module has already been dealt with. So, where do I find the issue queue for the Forum core module?

I'd also put a screen shot but I don't have an upload button anywhere ... why?

Due to the risks associated with img tags, only certain elevated user roles have permission to directly post images-- most people in the forums links to screenshots with something like flickr.
In any case, are you at http://drupal.org/project/issues/drupal?

You are correct, I am not at http://drupal.org/project/issues/drupal, I am at http://drupal.org/project/issues
I get to the Issues search screen by clicking on my Menu box's > Issues link which that me to http://drupal.org/project/issues

Because that link is for all projects it can't have a component dropdown (each project can have it's own components).
