how can I develop a module as the requirement is
A clubitems displayes static pages and news of a club (think of a sport team website). It may have 3
pages and one page with news, possibly with pictures. The navigation within a club-minisite is
generated from the system. News can be added by the „club journalist“, who has only writing
access to this item (he/she is no general editor).

Again, this sounds like CCK and Views. Start with those and then you might want to ask specific questions about particular problems you are having while building it with those tools.
