link in 'agree text'

Issue Summary

This is the text that I have next to the checkbox: "I have read and agreed with the terms of use."

Now, I would like to make the 'terms of use' a link that would take the user to the 'terms of use' page.
I know how to create a link in html... I'm just not sure where to place it in the code.
