I am wondering if access permissions might be a reasonable request.

I propose 3 permissions: view list of all comments (on site), view list of own comments, view other users' list of comments.

I think it's a good idea idea for inclusion however it might just be that the developer wishes to keep the module simple and lightweight?

Yeah, at this point something like this is more a request for Views integration, though it isn't totally possible unless you're using Views 2 on Drupal 6. These simple permissions would actually require quite a bit of code. I'm gonna mark this won't fix for now and recommend checking out Views 2.
