Header image and Header text blocks background should change when blocks are not displayed

The current theme is set up great for a home page, but when a user navigates to any sub pages, the area taken up by the header image and header text regions consumes almost all of the above the fold space. If these blocks are turned off, content does not seem to "float" up into its place.
When the area is empty, it should be available for content in the main content area of the theme
