Make bookmark 'site' and 'page' selectable

Was wondering if it would be possible to allow an administer to select which bookmark link was active. Lets say you only want site visitors to bookmark your entire site and not each page (if your content changes frequently) or maybe to want your visitors to be able to bookmark each page but not your entire site (personal preference). I realize I could remove this with CSS {display:none} or comment it out within the module but that seems sloppy and will be troublesome upon upgrading.
