Function austria_uninstall aslo declared
This should be renamed to dominican_republic_uninstall.
The same error [using austria_update ]is also present in
saint_lucia_662_1.cif
Discovered while using patch at #302855

Saw this in a few and fixed them. I suppose we'll also have to check for other duplicate x_update() functions.
