enable cache = blank page of death in current head [#31031]

steps to reproduce:

1) install virgin HEAD with timestamp of 9/12 ish
2) create admin account,
3) enable cache
4) logout

result is blank page of death

to see page again, `truncate sessions`, and you'll be good for one non-authed page view :)

I followed these instructions for a cvs version for 9/7 and the most recent version 10/11. I was not able to reproduce this issue.

i believe this may have been a result of having no 'user 0' in my users table.
