Currently there is no help provided for the overview page. TODO: add help. Roughly:

For each installed module, this page indicates whether translation files are present in each language enabled on the site. Note that the presence of a file does not in itself indicated that translations are complete or accurate.

This has been fixed in http://drupal.org/cvs?commit=146763, much in the same way that for instance the views module adds help text.
