Currently the translation status page is in admin/reports. Would it be more findable and appropriate under admin/build/translate ?

I think it should either be filed under "Reports" where all reports go, or "Site configuration" where all i18n and locale modules currently put their settings. Perhaps "Reports" is the most appropriate, I think it works just fine as-is.
