Add optional position fixed configuration setting

Issue Summary

Given the fact that many users are requesting a fixed positioned admin_menu and it seems that Firefox 3 users no longer experience malformed page content or other strange bugs with it, we should at least allow administrators to enable it via the module's settings.

Thinking JavaScript here. Patch follows.
