I'm installing 6.4 and am receiving the message "The Drupal installer requires write permissions to ./sites/default/settings.php during the installation process. If you are unsure how to grant file permissions, please consult the on-line handbook." on the requirements portion of the install. Below are the permissions on my settings.php file
-rwxrwxrwx 1 root root 8917 2008-09-18 19:54 settings.php
I also gave the sites directory full permission ( this is a test run) but still receive this error. I am running linux (fedora 9) apache and mysql. I created the file directory and gave it write permission and it no longer shows on the requirments page .

This was resolved by manually editing the settings.php file and adding the appropraite information in the line
$db_url = 'mysql://username:password@localhost/databasename';
Dunno, it sounds like it should've worked
Do you have SELinux running or something? That's about all I can think of.

Disabling SELinux Fixed This For Me
I am running Fedora 10 which seems to have SELinux enabled out of the box (i.e. I don't remember taking any specific install options to enable it). To solve the problem I edited /etc/selinux/config.
I changed the line:
SELINUX=enforcing
to:
SELINUX=disabled
