Issue Summary
activity_time_limit is not obeyed - tested with drupal 5.10
so that setting this at 10 sec or 30 min has no change on the list - the list gets too clogged.
The database activity_time_limit variable also does not seem to get updated if activity_time_limit is updated via admin panel.
Any workaround/manual db changes/ hardcoding for this please ?

just to be clear the time limit was meant only to deal with
duplicate activity entries within the specified time period.
So it's only there to handle cases like a node being updated
5 times by the same author in a short span of time.
If you are clear on that and you still have a problem let me
know.

An author hits edit button of a node ( and then without any actual editing ) hits submit - s/he does this quite a few times every 2 to 3 seconds - all get logged in activity.
#3
Did you report this originally from the 5.3 branch of Activity? If you can try out the 5.4 branch of activity the time limits should be working fine.
#4
I am seeing the same thing on 5.x-4 Dev from 11/5 ..
More specifically; when a user visits a profile, or his own.. every time he views the profile, Activity is updated, even if he views it 10 times in 20 seconds - with the timer set at 2minutes.

I still haven't seen this in testing. Would like to see results for people showing problems as laid out in #366178: Activity time limiter not working

i think it's been working going back a dev release or two..
