Hello,
could you please explain me how to access the user list? Only option I know is to give the user the "administer users" permission which isnť very good of course.
Are there any modules you could recommend for showing user list only with "access user profiles" permission or am I missing something? Only possible way I see for user with role delagation permission to view users is to enable "Who's online" block and let him edit only online users.

Could someone please give me an advice?

If search is enabled on your site, one could always get to a profile through the search. Otherwise, I'm sure there are ways to list users; you might want to look at the User List module (I have no experience with it though). Views 2 allows to build lists of users, but then you'd need Drupal 6.
