Cannot delete API keys

Description
After upgrading from 6.x-0.9 to 6.x-0.13 I cannot delete legacy API keys. I get the delete confirmation message but the key is still there.

Actually, it's not just old keys - it's *any* keys. Deleting keys is broken.

Ok, I've moved the patch from another issue to avoid confusion. Attached.
