Yes - check the server log,
Yes - check the server log, you'll know a reason of 403. Or a watchdog log - even in mysql table, with shell or phpmyadmin, if you can't access it over http.

i'm a non-technical type... but i am guessing i need to log into the database or the server via some other method than via the drupal website?
i think i have a database admin tool in my hosting control panel....
sorry to pester you guys with this stuff... but what do i do next?
what can i delete to get it working again?

If you're not a tech-guy, better call someone who is :]
But first, be sure that there is no even small thing you've done
yourself in Drupal, that might be a reason of your problems.

a few things...
1. Don't panic.
2. Do you have any kind of extra authentication on your site? Make sure you have cookies, javascript, whatever turned on in your browser.
3. Pay close attention to what happens in your url - is there a chance the domain changes slightly when you click on a menu item? Sometimes even going from http://mysite.com to http://www.mysite.com will cause you to be logged out.
4. Don't panic. Getting hacked is embarrassing, but it's not like someone stole your house out from under you (reference: the carny episode of the Simpsons).
