I had a 3 column theme - Garland fluid. When I tried to move to Clean, I tried moving to a two column display with all the blocks on the right. Unfortunately the clean theme makes no changes. But when I switched back to Garland it did show all the blocks on the right.

IIRC block placement is set on a per-theme basis. Can you test switching to different themes and confirm this behaviour?

Thanks for the reply. I have cracked it now, and in hindsight have worked out what the problem was. Whilst contemplating changing from Garland to Clean, I set to clean in my user panel (so others wouldn't see any foul-ups I made). The changes weren't reflected and I posted my query here. Once I had decided to change the theme for all users I again tried playing with block settings and they worked. Thanks to your reply I know why. I have also worked out why the admin theme (Garland) still has diffent block settings.
