Nearly positive that this: "6.x version of triggerunlock can also be used by Drupal 5." should say "Drupal 6"

no, it means that it works on drupal 5 if you want without any modification. According to the description it states that this stuff didn't exist in 5 without an addon and there is no difference (for purposes of this project) between 5 with the addon and 6.
EDIT: After further review, I'm now nearly certain that it's the case. But only when using Actions 5.x-2.x
