Better Support for Austria (AT) [#31191]

This patch adds Support for the Link2Map24 Service in Austria.

Map24 has Maps of all European Countries. Deep Linking is Allowed.
You need an Account on map24.de to Use this Service.
You have to edit location.at.inc and add your lid.

This is far from perfect, but works for me at the moment.

I checked, and my currect dev version has just:

I'm not sure, but it looks like this might still need to be applied, bdragon? :) (I'm just trying to organize stuff for you so your job is easier. Hope it does make things easier for you.)

I suspect it needs to be checked for accuracy. Can someone test out this file and confirm it works?

I added this issue to #175193: Zip code database out of date which might be considered a kind of consolidated list of data updates.
