Is it necessary for the Wizard to load all the JS, CSS (except the theme) and Head? it seems for me like overhead... Is there some reason why i shouldnt just comment it?

We're doing that in order to allow people control over how things look and act. If someone wants to add some css code to make "his" asset wizard look different, then he shouldn't have to alter the asset module, right? If you're worried about performance that much, than you should enable aggressive caching.
