I'm assuming you're using
I'm assuming you're using Admin -> Site Configuration -> Administration theme?
When viewing Admin -> Site Building -> Blocks, you can set the blocks per theme. If you're configuring the blocks for the client-side theme, then you will be presented with the client-side theme. To change the theme on the Blocks config page, click the theme link (above the block config section).
For fine-grained access control, look at http://drupal.org/project/content_access.
