example might be a cck, feedapi / newdrupalaggregator type node format?

Although it was really made for ongoing synchronization of data, DataSync could help with importing the 2mil nodes in scheduled chunks (import is really just a special case of synchronization).

You would have to program the node creation code yourself (it's not in datasync) so yes, you can create any type of node you want. Check out the API example and the README.txt to get a better idea.
