Base menu permission off of 'administer site configuration'

I wasted a good minute or so thinking I was on crack when I didn't see the Services Link menu item under Administer >> Site configuation. Turns out, this is because it has its own dedicated permission.

I think it makes more sense to base this on "administer site configuration" like the rest of the menu items in this section.
