Issue Summary
I wasted a good minute or so thinking I was on crack when I didn't see the Services Link menu item under Administer >> Site configuation. Turns out, this is because it has its own dedicated permission.
I think it makes more sense to base this on "administer site configuration" like the rest of the menu items in this section.

Well the code is still like that, if that's what you mean? Whether or not you want to fix this is up to you, I guess.

cant find any reason for have special permission, although was like that from the start...
