Does this module allow you to create a list of terms, or a list of nodes that are assigned with a particular term?

THis allows for collections of taxonomy terms, and blocks/theme functions for them. In the theme functions you can do whatever you want, make links to a view url using the terms as arguments, find nodes based on the terms, etc.
