The lost password page keeps saying "requested page not found".

Strange thing is that when I replace the 4.6.3 user.module with a 4.4 user.module ...
the lost password works fine.

The default lost password page is http://example.com/user/password

If this really isn't a bug, I humbly apologize.

A brand new installation of Drupal does not show this problem... so I don't think it's a bug... consider this closed.... But I still welcome tips and advice on this issue.
