I am working on a D6 website which really needs this great module.
The latest dev release is from August 1st.. Is the development still going on?

Abuse module is still under development.

I've placed it under dev because I want to ensure the rest of the pieces are fully updated (code for proper upgrade from 5.x to 6.x, etc) is in before creating a stable version. As it is however...it should work properly under a fresh install (http://www.zimmertwins.ca is currently running with the 6.x-dev version of abuse and its been running fine over the past 3 months) My focus has been on a different set of projects which is why development has slowed down.

I have a fresh install of drupal 6.x. Hearing about zimmertwins has given me much confidence.
