Firefox 3 window scrolls on to tab "anchor"

I'm using Panels 2, organic groups and Panels Tabs. with three tabs embedded on a group home page. If a user repeatedly switches between tabs, eventually the window will refresh with the the top of the active tab's div at the top of the screen. It seems as if the anchor is suddenly being treated like a "traditional" inline anchor.

Can't get this to repeat in IE 7. Advice?
