The following two attachments show the manner in which IE7 inserts a large white space instead of a dashed underline, for headers within node teasers within panels. The space is significantly reduced when the node if viewed separately.
Can you advise on how this can be eliminated? Thanks.
(I am not able to upgrade to 5.x.2.x yet because it presently introduces too many other inconsistencies and is not supported)

jbc commentedHave road-tested 5.x.2.3 and found that this spacing problem has been resolved. Also fixed is the issue of rounded corner borders within panels, referred to within node/293175.

There are some peculiarities with the new theming; will place them in a separate issue so this one can be closed.
