On a panels page, when I click on the custom content block and press "input format" the bottom of the panel display window appears at the top of the screen, and the browser window wont scroll up. This is a problem on multiple browsers, and the only way to get out of it is to save the panel and delete it afterwards.
I've attached two screenshots.
The first is of the regular panels layout to add a custom block, with an emphasis on 'input format' as what I click to make this problem occur.
The second is what appears thereafter. The bottom of the panels layout appears at the top of my browser window and I can not scroll up or down, its basically locked.
It's not absolutely critical as regular users arent going to be selecting input format on panels, but its a problem that should be known nonetheless.

xamountI can confirm this bug.
I got around it by clicking anywhere outside of the popup panel box and using the "page up" and "page down" keys on the keyboard.

Steps to reproduce:
Go to panels, add custom content (somewhere where you have the ability to select 'input format')
The screen will screw up and will look like the pictures I attached.

xamountSo far, I have seen this on Firefox 3 on Windows XP and Ubuntu.
I have not tested any other browsers as yet.
