"View" and "Edit" Tabs not Visible

The "View" and "Edit" tabs are not visible on my users "my account" page and as a result they cannot do anything to their account after registration. I am using the Celju Theme... could this be related to that? Additionally, there is no link to "My Account" for them to access their own information. Login simply redirects them to their own profile page with no options to edit it. I simply want for my users to be able to upload their own avatar, maybe change their email address if necessary. I removed the tabs from the main pages of my theme, but how can I bring them back just for user profiles?

I don't even seem to have these options for the Admin. Is there a chunk of code I can add to make the 'view' and 'edit' tabs visible for "my account" ? I don't want the tabs on every page, just on the my account, but my theme doesn't seem to even have a link to "my account" either ...
Inadvertantly Removed tabs
I think I may have inadvertently removed the tabs from my theme. I tried adding:

<?php endif; ?>
but that didn't seem to do anything. How can I bring back the tabs for "My Account", "Edit" , etc? All I want is for users to be able to upload their avatar and edit their account. Any ideas?
