This patch adds "Set moderation flag" and "Unset moderation flag" node actions. They work in exactly the same way as the current promote/unpromote and sticky/unsticky actions.

The PHPdoc for this should have a line break between the 'Implementation...' and the description - otherwise Druplicon spits "[Documented summary is not one line. This is a bug. File a patch!" (as it does for many of the other core actions).
