As written in the topic l10n_client deletes all textgroups in the localisation tables. We need to prevent this data loss. I think UI settings (checkboxes) that allows to cleanup specific textgroups only would be a good idea.

Clean up:
x - build-in interface strings
0 - menu translation
0 - block translation
0 - taxonomy translation
0 - string translation

Patch attached. Needs some testing... especially #2

1. It allows to re-import more than one language
2. Cleans only selected text groups
3. "default" (build-in interface) textgroup is selected by default
