Change "Personal information" profile page so users know it will be public

When I re-read the "Personal Information" profile page I realize that

1) it doesn't state anywhere that this information will be visible to anonymous members of the community
2) The use of "Personal Information" could be interpretted to mean that this will be private information...

I think we could add a message like "This information will be shown on your public profile page." in drupalorg.module

I suggest that we change the profile module Category for those fields (i.e. the tab name) to something like "Biographical Information."
