This is supposed to let me change the Title 'Blogs' in the top of the browser to something else, right? It's not doing anything.

That's not what this module does. This module creates a block that lets you display a blog title and description like you would find on Blogger or Wordpress.

Could it change the title? That would certainly be nice.
