When I try to change and save to another color from the standard Color scheme, I get:
* The configuration options have been saved.
* The directory sites/default/files/color/pixture-b2e52377 has been created.
The selected file could not be copied, because no file by that name exists. Please check that you supplied the correct filename.
Amd the theme displays without any color, i.e background images/colors are not shown.
Please help.

I figured this one out myself.
In Drupal Administer » Site configuration > File system there is a Temporary directory:
This needs to have read/write privileges under a non Admin account of XP Pro - so you need to login to Admin account of XP Pro and allow these privileges.
The default is C:\windows\temp but I thought it may be unsafe to use this folder so I created another directory first.
