The administrator doesn't have access to the TinyMCE controls unless authorized user is given permissions. If authorized user is not among the permitted roles, then when logged in as administrator, the TinyMCE controls don't appear.

While waiting for a formal response.

It seems to me you would be able to workaround this by creating an administrator role then issuing all permissions to that role and adding only yourself to that role. I don't add content to the site or interact with it beyond the back end with regards to administering the site.
