Hi.
I have created primary links as follows
1. About Us
1.1 History
1.2 Location
2. Contact Us
2.1 By e-mail
2.2 By phone
All these are nodes. I made "About Us" as the parent of "History". Every node works fine when viewed as example.com/aboutus, example.com/history.
Administer => Site Building => Menus => Primary links shows all the parent primary links and child links properly.
I use Bluemarine theme.
But, I only see the first level menus (ie., "About Us" and "Contact Us".). What should I do to see 2nd level menus.
I searched extensively, but I haven't found the answer. Can anybody share your thoughts please?

I don't exactly know if this is the answer to your question.. but is the parent menu item set to 'expanded'? This option can be set via
admin/build/menu-customize/primary-linksor by editing an individual menu item.--

Yes, the parent primary_links are set as "Expanded".
I still don't see the sub menus anywhere.

It works
I just noticed that the "primary links" block was not assigned to any region. I assigned it to "right sidebar" and it works fine.
However, I'm just wondering how it showed the first level menus before!
Generally the primary links
Generally the primary links are rendered at theme level and do not support collapsible menu items. However, you can also insert the secondary links at theme level, which I believe are inserted by default in the Bluemarine theme, you just have to enable them in admin > build > themes
