Plz help me

I am folowing drupal book and i found this:

Set up category
In this example you will learn how to set up a basic category and assign it to a specific content type.
The taxonomy module is one of the most popular features because users often want to create categories to organize
content by type. A simple example would be organizing a list of music reviews by musical genre. Taxonomy
what? In the menu UI it was renamed to Categories.
1. Navigate to Administer > Content management > Categories
2. Select the Add vocabulary tab
3. In Vocabulary name enter a name (Sample) and a description (This is a sample category)
4. Scroll down and in Types select Story
5. Under Hierarchy select disabled
6. For this example we will also select Required.
7. Select Submit and you will be taken back to the Categories page.
8. Select add term
9. In the List terms page fill out the values and select submit

The problem i dont find the vocabulary tab in the categories. Everything is installed but i dont know why it is missing. Plz help me plz

in d6 it's located at admin/content/taxonomy

i searched but didnt found.
I installed the categorie module and taxonomy manager. all modules there but i dont know why
