List refine by taxonomy under taxonomy.module dependent modules

I noticed that refine by taxonomy is not listed as an dependent module under taxonomy in admin/build/modules
I would be nice if that was the case. I just experienced being unable to access the whole site because of it not being listed under taxonomy module. :/
