Airing two Drupal tenders – Yahoo Answers like functionality – search of other site

I expect to put this on an auction site or similar later. Hope to get some feedback here first.
Feedback on these projects will be appreciated and taken into account when I give the business.

These are in a way two different projects, but they will be the initial functionality of a new site, so one might see them in connection, I will also probably try to do one first (I haven't done offshoring before)
This depends a bit how easy it is to give me deliverables I can install myself etc. (Would prefer)

***1. Yahoo Answers functionality***

I understand this is easy to do in Drupal now,
so I think I am looking for a good starting point from what can be done with little effort (low cost, little custom code)

***2 Search of external site***
I would like the functionality to forum posts, classifieds etc of an an external site (for example via Google). I might give details about the target site privately.
1)Should be one of several search possibilities on my site.
2)Result should be as functional as when you search an internal message board (etc), though it should be ethical and legal, and it should be clear that it belongs to the target site, and it should be possible to click to that site. (Like Google News perhaps)
3)At the same time visitors should be pulled into my site (For example by being able to comment on material in target site)
4)Could be nice if search engines could find my site for material that exists in the target site – in an ethical and legal way.
5)Could be nice if I could give alerts about events like new posts in target site.

For questions and answers, you simply need to create a custom content type for the question, and enable comments for that content type, which users can fill in for the answers. Create a view that displays the link to the question, the number of answers, and the time/date the question was posted (if you desire). You can also put the author name in the view if you wish. For the search, I believe you can create a google custom search for this.
