The link "/user/{uid}/relationships/requests" should work when uid is user's own uid. It should not require any special permissions. This link appears when looking at someone else's profile, and they have made a pending request to the viewer. "/relationships/requests" always works, however.

A fix committed. Now users can view user/%/relationships/* URLs, as long as it is their own user id.
