Issue Summary
Hello, I am using Panels 2, Jsquery update 5.x-2.0, JsTools 5.x-1.x-dev, and Tabs Panel Styles 5.x-1.5.
When trying to access a page like www.xososports.com/dodgeball the page will often display only the tabs for the panel (View, Edit, Panel Layout, Panel Layout Settings, Panel Content, etc.) but will fail to load the tabs and their content. Refreshing loads the tabs correctly.
I don't want visitors to access the page and fail to realize that hitting refresh will solve the problem. Instead it just appears to be an empty page.
Any ideas what causes this? This has been an ongoing problem for me and I've tried updating all the modules at various points to fix things without success...
I have css aggregator on and caching disabled on my site.

I failed to make clear:
Sometimes the page will load correctly, sometimes the refresh is needed. I can't find a pattern for when it works and when it doesn't.

I've experienced the same problem. It is especially present once there are more than one set of tabs on the page that's loaded

Likely due to a javascript error. Tabs is not known to work with jquery update.

that's interesting, I had to get the jquery update in order to make my panels show up at all. looks like i may have to do a redesign...
