I wanted to use this so I get notifications when the D7 devel module gets updated. Seem like it'll work some very minimal changes at this point.

Sorry for the delay committing this. I felt compelled to actually setup a D7 test site to try this out, which meant upgrading my test machine from PHP4 to PHP5 (about time, I know), which degenerated into a host of things being broken. Joy.
I also got nailed by #235425: HEAD release always considered Not Supported during cron, which I just committed a partial fix for, although it's still broken during cron. Ugh.
