Sending "new user" a welcome email

Issue Summary

When Listhandler posts a message from an email and creates a new user, is there a way to automatically trigger the "the admin has created an account for you" email for the new user?

We've expereinced that some users don't realize that when they send an email via the list, an account is created for them. Hopefully someone else has needed this too.
