Here is the scenario I am experiencing:

1) Log in as a user with "administer node" permissions.
2) Edit a node.
3) Check the box [x] New revisions in moderation.
4) Click [ Save ]
5) The edit goes live immediately. It does not go to moderation.

This is not the case if logged in as a user w/o "administer node" permissions.

Is this the expected behavior?

It is the default behavior, but you can change this at /admin/settings/revision_moderation
