There appears to have been no activity - ever.
And it would appear to be duplicate functionality if it did deliver.
As per http://drupal.org/node/251466 I'd ask if this project is dead and should be recycled.
Just a "yeah, that never happened" will be enough and it can take an early retirement.

http://drupal.org/project/css_sprites project is dead any code in the CVS and no activity from March 7, 2008.
