German UTF-8 translation with corrected umlauts (po file inside)

I got many characters missing by installing the german po file. It's because of a wrong encoding of the de.po file (8-bit instead of UTF-8). I attached a corrected file with replaced umlauts:
- wrong charakter -> umlaut
- ae,ue,oe -> umlaut
Commit it to cvs, please.
