My goal is to integrate the spam module with the actions module, hence I've been hesitant to hard code too many actions into the spam module itself. That said, I believe this needs to be addressed before we have a stable 1.0 release, so I'm assigning it to myself to look into. Thanks for the feedback!

No further development is happening on the 5.x-3.0 branch to my knowledge. I recommend upgrading to Drupal 6 and reopen this issue if this is still missing.
