I've been using http://www.101sitehosting.com/, which costs $29.95/year (not month). You can see my site at www.beyondsatire.us.

They have version 4.6.2 of Drupal -- not the latest, but close. I was able to delete xmlrpc.php. In theory, I guess I could upload 4.6.3 to my directory, although so far the only thing I've added has been a module, which was trivial over ftp.

The sysadmin gerry has been very helpful when I've had questions.

101sitehosting.com has updated the Drupal install. We are always a week or 2 behind the bleeding edge to make sure others discover and fix the problems with the latest distribution before we pass them on in our auto installers. Drupal really is a free one button install at 101sitehosting.com
