The current Winzip 9 handles .tar and .gz perfectly. Download free trial from winzip.com.

right click, save as. If the file is tar.tar, rename it to tar.gz
If you use firefox to download it you don't have this issue.

Then unextract the file.

Lots of sites use IIS and more sites use Apache. You can install Apache along side IIS if you want to learn Apache. You can set up a site so that it can move from IIS to Apache and back, from Windows to Linux and back.

I use the same Drupal configuration on Windows and Unix with just one line changed in one file. To move the same site between IIS and Apache would require a few extra changes. In the long term life is easier if you use Apache on Windows instead of IIS on Windows.

IIS administrators seem to earn more than Apache administrators. Perhaps IIS is better on your resume.

Another good software is 7-Zip www.7-zip.org

7-Zip is a file archiver with high compression ratio and is free software distributed under the GNU LGPL. Localizations are for 59 languages.
